Environmental Due Diligence

Pacific Crest conducts environmental due diligence activities to assess and quantify environmental risks associated with real property transactions, including Phase I and Phase II Environmental Site Assessments (ESAs). Phase I ESAs identify recognized environmental conditions to protect purchasers from liability under the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA), and are performed in accordance with the ASTM E 1527-13 standard. We conduct thorough historical research, systematic database reviews, and site reconnaissance to provide meaningful interpretation of the environmental conditions and risks associated with each property. Phase II ESAs are conducted with the focused objective of confirming the presence or absence of contaminated media, and developing a preliminary understanding of the site subsurface conditions.

Remedial Investigations/Feasibility Studies

A site remedial investigation (RI) is conducted with the objective of characterizing the nature and extent of environmental contamination in relation to the site history and geologic, hydrogeologic, and other site conditions. Site characterization activities include the strategic sampling of potentially impacted media (e.g., soil and groundwater) using methods appropriate for the project data quality objectives. Based on the results of the site characterization, a conceptual site model (CSM) is developed that identifies contaminant transport and exposure pathways of potential concern. Preliminary cleanup standards also are typically developed during the RI. The CSM and preliminary cleanup standards provide the basis for the development of remedial alternatives in the feasibility study.

The feasibility study defines the contaminants and media requiring cleanup to mitigate potential site-related risks, and evaluates potentially applicable remediation technologies and approaches for site cleanup. Typically, several remedial alternatives and cost estimates for site cleanup are developed, and a preferred alternative is selected based on detailed and comparative analyses of the alternatives.

Remedial Design/Remedial Action

Pacific Crest has substantial and diverse experience in the design and implementation of remedial actions at commercial, industrial, and residential sites. Our experience ranges from the mitigation of surface spills to the design, installation, and operation of remediation systems at manufacturing facilities, oil refineries, dry cleaners, gas stations, and treatment, storage, and disposal facilities (TSDFs). Pacific Crest owns a fully-enclosed, mobile remediation trailer that can be deployed to any site for rapid response/early action or pilot testing of remediation technologies. The trailer’s onboard capabilities include soil vapor extraction (SVE), air sparging, in situ chemical oxidation (ISCO), enhanced in situ bioremediation, and non-aqueous phase liquid (NAPL) recovery.
